Milton Vargas

Brigadier General in good retirement, with 32 years of experience in the fields of national security and defense, strategy and geopolitics, multidimensional security (human trafficking), international relations, human resources, research, teaching and conflict resolution, as well as in the academic and research area.

Currently, Milton leads strategies against human trafficking, for which he has designed projects and prevention programs within the framework of human rights and unified action.

2013-2016

He was sent to the National Army Command, where he was assigned the position of Director of the Cavalry School from December 2013 – December 2015. In this position he represented the Colombian Army and participated with the United States Southern Command as a member of the Mobile Border Security Training Committee in Panama, Panama City 2016 and in the Mobile Border Security Training Committee in the Dominican Republic, Santo Domingo. 2015, and finally in the exchange of border security experts. Salvador, San Salvador. 2015, where members of the defence forces were trained in strategies to combat transnational organised crime in Central America and the Caribbean.

2019-2020

In the General Command of the Military Forces, he is assigned to the Inter-American Defense College, Washington D.C., U.S.A., as a student of the Master in Inter-American Security and Defense 2019-August 2020. U.S.; as a student of the Master in Inter-American Security and Defence 2019-August 2020, where he deepens his knowledge in multidimensional security, transnational organized crime and human trafficking among others. Also in this master’s degree, he establishes cooperative alliances with his counterparts to combat human trafficking throughout the Western Hemisphere.

2023-2024

He was Vice Rector General with the functions of Rector for the period October 2023-February 2024 at the Universidad Militar Nueva Granada, as well as Director of the School of High Strategic Studies, where he designed and led the ‘high multidimensional strategic leadership programme, including in one of its 6 modules a continuous education programme against human trafficking. Additionally in this position at the Military University, I participated in UNESCO: South South and Triangular Conference: In search for innovative and practical solutions on peace & educational challenges of the 21st century. Maryland, USA ; 2023, making a presentation on the executive education programme against trafficking in persons.
